Evaluating information simply means working out if something is reliable and relevant to your purpose.  This is something you do all the time in real life as you make decisions about what you believe or whether you agree with something. It is about being  critical - in the sense that you ask questions of the information; and selective - in that you only use the information that you decide is useful.
